Using historical crash data for safety evaluation suffers from several shortcomings, including the reactive nature, long data collection periods and the limited amount of information regarding behavioural and situational aspects available. An alternative approach is to analyse near-crashes, or traffic conflicts, with surrogate safety indicators. However, most of these indicators have been developed keeping motorized road users in mind. Given that vulnerable road users’ characteristics are very different compared to motorized vehicles (e.g. they can stop very quickly and can swerve more vigorously to avoid a collision), their applicability on traffic conflict events including both motorized road and vulnerable road users was explored.
