A considerable body of research demonstrated that ethnic minority students underachieve compared to majority ones. The purpose of this article is to address the question of how inclusive schools improve their educational attainment. The literature on inclusive schools focused on the description of best practices. However, the literature on educational systems is systematically ignored. The Flemish educational system is one of the most exclusive in Europe. In such a context, inclusive schools have the challenging task to circumvent the institutionalized mechanisms of exclusion. Our research question then is how (and why) inclusive schools adopt an inclusive policy in an exclusive educational system.
