City Deal e-Inclusion by design (Research)

Abstract

In practice, the digitization of service delivery by local governments encounters numerous obstacles and barriers. As a result, such digitization initiatives do not always increase the accessibility of services, and local governments are not always able to guarantee services for all citizens, visitors, users... The E-inclusion by design project looks for ways in which local governments can offer digital services in an accessible and low-threshold manner for all. The broader goal of the assignment is to ensure that local governments develop useful knowledge and methods that improve the usability of their digital services. To achieve this objective, a mixed method approach is adopted, combining quantitative and qualitative research methods. In order to also identify the needs and challenges of small and medium-sized administrations, a number of in-depth interviews and participatory workshops will be organized with representatives of local administrations. These results will partly form the basis for the formulation of a number of policy recommendations.
