Inter-municipal cooperation in civil and common law traditions. A comparative law study of the legal framework and anti-corruption action (Research)

Abstract

It is a global trend that cities strongly rely on inter-municipal cooperation (IMC) to perform public tasks. However, scandals show the drift towards the creation of non-transparent structures, the loss of focus on the public interest, the risk of corruption, and other ethical problems. The objective of this research is to compare, evaluate, and optimize the legal framework for IMC and anti-corruption action in the US, Belgium and Germany: 'To what extent can the legal design/framework of IMC (dis)encourage corruption?'. This research is conducted at Yale University (USA) and addresses an urgent unmet academic and societal need
