Evaluation of intermediate structures (Research)

This research focuses on the "evaluation of intermediate structures" and forms part of the evaluation and redesign of the supra-local cooperation landscape in Flanders. The previous inventory of partnerships from 2012 is outdated. Since the Regional Decree of 2023, 15 reference regions have been established, but the many exceptions and overlapping structures create considerable complexity. New regulations (such as the Bovenlokaalcultuurdecreet and reforms in the housing sector) are also creating additional tensions between upscaling and downscaling. The Flemish Agentschap Binnenlands Bestuur (ABB) therefore wants to carry out a thorough evaluation, clarify roles, and improve the coordination and transparency of cooperation structures, without creating new layers of administration. The research should contribute to a better understanding of the interaction between municipalities, municipal intermediate structures, provinces and reference regions, with a view to subsequently making recommendations for a comprehensive vision for the future of supra-local cooperation in Flanders. This vision must be substantiated in order to make the administrative landscape more coherent and transparent.
