What?
Under this call for expression of interest, the JRC seeks to support selected institutions and organisations to conceive, develop and implement their own pairing schemes for policymakers and scientists. It sets out to promote the uptake of evidence in policymaking at various levels of governance, by bridging the gap between science and policy. The main strategy consists in bringing together scientists and policymakers to discuss locally relevant policy issues during events and innovation camps.
While this call is open to any specific area related to the six current broad priorities of the European Commission, the following ones will have priority:
- The Green and Digital Transitions;
- Economic recovery from the COVID-19 pandemic.
The JRC is considering contracting the organisation and running of up to ten pairing schemes for a budget of up to 15.000 EUR per scheme, via a very low value procurement procedure. The organising entity is allowed to bring in additional funds should it be needed.
What type of pairing scheme should you design?
- Visiting programme to research performing organisations
- Visiting programme to policymaking institutions
- Reciprocal visiting programme to research performing organisations and policymaking institutions.
Who?
Who can apply?
- Policymaking institutions at local or regional level and their associations or networks
- Research performing institutions and their associations or networks
- Non-profit organisations working to promote evidenceinformed policymaking
The applicants must originate from an EU Member State.
Joint expressions of interest by two or more entities are possible and encouraged. As the pairing schemes will be financed through procurement, it is essential that the applicant, or one of the applicants in a consortium, is able to act as a tenderer (i.e. has the capacity of an economic operator).
